Abstract

Since the 17th century, Tidore has served as a center of Islamic power, influencing the Papuan region through trade, political relations, and the appointment of local rulers, resulting in the development of Islamization along the Papuan coast. Migration flows from the colonial era to the modern Transmigration program, along with economic mobility and urbanization, have shaped Papua's ethnic diversity but have also created unequal access to economic, land, and political rights between Indigenous Papuans (OAP) and migrants. The purpose of this study is to highlight the link between the historical role of the Tidore Sultanate, the dynamics of migration in the archipelago, and the challenges of contemporary harmony in Papua. This research method uses a qualitative approach with a library approach through analysis of journals, books, and historical documents to understand the relationship between the history of power, migration, and harmony. The results show that various social frictions in Papua are more triggered by a sense of structural injustice than by differences in identity itself. However, local values ​​such as one hearth, three stones, as well as the role of traditional leaders and religious institutions such as the FKUB contribute significantly to maintaining harmony and acting as mediators when potential conflicts arise. In conclusion, Papuan social integration requires affirmative policies for indigenous Papuans, equal access to resources, and strengthening local wisdom as a foundation for harmony.
